Last year our supervisor retired and we were asked to train a temporary supervisor until a new one could be found. We work in the Bylaw department for the city and our temp supervisor was a general laborer from the water department. From Day 1 we found out he never used a computer before and thus had to train him on the even basic applications, email, internet, etc. We also had to explain, re-explain the cities bylaws to this individual and how they are enforced. Basically we had to teach him everything...and this was our temporary supervisor. Needless to say, this temp stayed with us for 6 months and when they finally posted the position, guess who applied. All the candidates, our most experienced officer, our most junior but a member of a minority and also someone from a different municipality with several years of experienced where passed over and instead Creighton Omalley was hired. Oh, did I mention that he took the boss out on his boat every other weekend. Creighton did not have any of the qualifications, no management courses or experience, no high school diploma, no experience in enforcement and so forth.

Creighton started directing us to write illegal tickets and when questioned on it he would scream at us and lecture us on the fundamentals of tickets, even though he has never written one or attended court. At work we have 4 vehicles, 2 of which are smart cars and the roads in New Westminster are extremely hilly and bumpy. When I complained about back and neck pains from driving these small cars all the time and asked to drive another vehicle occasionally, I was told no and to walk from now on. All my duties have been stripped down and I have been directed to walk only from now on. I am not allowed in any city vehicle, have to ask permission if I even have to get into one, and am even no longer allowed to be in the office. Which makes it extremely difficult to do my paperwork.

I have also found that when you use a word or phrase that he does not understand, like jurisdiction, court summons, bench warrant, he panics and then thinks you are trying to make fun of him and then tries to discipline you further.

The man is an idiot! He still does not know our bylaws, the legal system or even how to use a computer. Everytime he screws up, which is often, I get blamed.
